The problem is keeping it up to date. Whether or not you want to replace into a game is a function of many variables: how many games you are currently alive in, how much effort those games are requiring, and that's not even getting into more complicated algorithms like "I won't play with X or Y" or "the game must be shorter than n pages".
I do maintain a private list of anyone who has expressed interest in a particular game I'm modding, and send out PMs when slots open up at the same time that I post in the newbie queue, just to speed things up, but I don't carry it over from game to game -- because someone who was willing to play some other game 2 weeks ago has probably found a game by now.
