I guess a vanilla 2 way traitor and a goon are roughly the same balance wise allowing for nuances in the way they interact with the rest of their team but including the PR thing it basically creates a false clear which half the scum know not to shoot
from my pov playing with an unknown traitor was p hard beause i couldn't tell if scummy people were: scum on my team, scum on the other team, or scummy town
