Morgana has seen a rise in play this season as support. Currently a top ban. It makes a lot of sense for it to be Morgana.

I don't know about this guy. Utility ult, weird passive that only gets triggered max 9 times per game(probably gonna aveage way less than that and it also seems to take a long time to activate), also is abilities seem kind of complicated.
Edit: Oh it's a 2 part passive where his CDR also increases his AS. hmmm.
