I think you're reading too much into it. 2 serum is probably not that big of a deal, and I im willing to bet all abilities of note will require multiple payloads. or roping target player.

I do not see the value, as a mod, in giving the game negative roles to feed stronger ones when I could give those same negative roles events that give players extra serum and instead give them positive roles.

The Mod was very specific in the Simotech mentioning. Town is Rebels. Main scum is Simotech. Whatever Aeon is, it isn't one of those.

Factional abilities are almost always redacted. Read the role, it specifically says Penguin had no personal abilities. It is possible that the teams alternate kills. It's also possible that Aeon doesn't have a kill at all. Which would make them not necessarily a threat to the Rebels.

It's also possible that events will determine whether or not Aeon is a threat to the rebellion or not.
