I didn't mean to submit an action night 1 lol I got on a call with a friend and totally got distracted and didn't come back in time

That seems a bit too strong and also against the spirit of it. Perhaps give everyone a one-shot free night? Or it ends so quickly that that would also be against the spirit of it.

Maybe make it anonymous, slightly faster, and submit an 18 entry long list at the beginning and run three games back to back with the same group using their original list.

What do you mean by anonymous? Everyone uses anonymous alts? That doesn't seem like it will do much. Faster only prevents it from being broken during the game, it doesn't save the setup from breaking. Three games back to back seems fun but won't protect from breaking.

That would be a good check on blindly following the cop, but after thinking more about it I think there might just be too much town power in general, and also too much openness.

If the random towns are in the same class and the mafia claim that class you get two ICs d1 before any night actions.

i didn't know if there is a setting to make it anonymous.
I guess one way to help mitigate breaking which gives players agency and is in the spirit of the setup is to go in the opposite direction of the above suggestions, and give both alignments an additional set of either / or PRs that swap the target of target players. I've heard the roles called different things like Driver, not sure what they're called here. Then players can decide if executing their night action is going to help them or not based on what appears to be happening.
The idea of the slightly faster time to allow three games back to back is to balance the setup in a high skill high luck way, so some playthroughs will be broken and others won't, and you'll get multiple playthroughs.

Adding redirection risks things getting to chaotic but is promising. Bus driver has the issue of needing two targets which would introduce unnecessary complexity, but a role which shifts the target’s target list one night forwards seems good for scum. For town, those roles are generally negative utility, but a beam splitter would be handy.

Yeah I feel it. Maybe even some negative utility is warranted for town here?

But negative utility roles will just either not get used or only be used by trolls. Better to give the negative town utility to scum.
