No, that is not my friend's name. I have no idea his official capacity on the project in it except that his facebook page has lots of posts with congratulations from other riot people (not something that has happened for the other releases) and that his title for the past year is designer after being an "engineer" for the previous 5 years.

It's a small buff half the time, and a big nerf the other half of the time. It's also a nerf to her mobility before level 3.
It would be helpful to know how broadly "toward Janna" is defined. I imagine it's like Captain's Boots.
