Possibly.

I mean yes it would be easier to just mod it but I'm wanting to see how this goes as I can see some great ideas that you could play with if you expanded it beyond a simple setup.

I'm in the "Europe" camp myself, but I have it on moderately good authority that the country actually covers both continents and doesn't belong to one over the other. Eurasia is the best answer here.

I would say it depends on the part of Russia. Western Russia is European, eastern Russia is Asian, and central is a tossup, and probably dependent on culture.

The line between Asia and Europe is really rather arbitrary if you think about it.
