What even gave you the impression that he was carefully picking people who don't have votes on them other than his vote landing on someone who doesn't have a vote because that isn't the impression I got at all

I can explain my reasoning:
Fact 1

Start's vote was made after most people placed their votes.
Fact 2

If Start truly voted random, then chances are, his vote would've ended up on someone who already had a vote on him/her.
Instead, he opted for a person without any votes.
To me, this means he deliberately avoided placing the 2nd vote on someone, probably to avoid putting attention to himself.
You could say that I'm reading too much into just a RVS vote, but this is d1; we're playing without any hard information.
My reasoning makes sense to me, and I'm sticking to it.
