Town's win rate is guaranteed to be at least 75% (literally picking three out of four Mason pairs) with D1 massclaim and scum shooting the unique role N1. I don't think it can go lower than that in any case that makes sense.

It's pretty hard to screw up with Masons.

Pregame all players select a number, 1-4. This determines their neighborhood. The neighborhoods have night talk only.
After neighborhoods are created, one random town player in each neighborhood recieves a power role.
Neighborhood 1 will recieve a 2-Shot Cop.
Neighborhood 2 will recieve a 2-Shot Doc.
Neighborhood 3 will recieve a 2-Shot Vig.
Neighborhood 4 will recieve a 2-Shot Roleblocker.
If no town player exists within a neighborhood, then no one gets the role.
Massclaim destroys this setup like you have no idea, particularly if anyone gets the Doc.
Roles are changeable, I was focusing on the concept.
Change Doc to Jailkeeper = Okay?
Nope.
Provided all four Neighborhoods are used, you have four confirmed Townies.

but only the vig and maybe roleblocker can be confirmed they are what they say they are, assuming the rest of the neighborhood dont know who got the power.
maybe make it so mafia has a chance of getting the powers as well.
eg
Mafia 2-shot role-cop
mafia 2-shot doctor
mafia goon (for vig, would be dumb giving mafia a 2-shot vig)
mafia 2-shot roleblocker.
might work, still unsure.

This is a large amount of players for an Open Game, but I think it could (possibly) work.
Roles:
4
Mafia Goons
- These represent the usual group of 4-6 Careers.

Mafia Traitor
- This represents the person who defies the rest of the Careers, and goes off alone, like Peeta ended up doing.

Doctor
- This represents the brave person to risk their life to save their ally, like Katniss did with Peeta, when she went to the feast for the backpack with the medicine.

Watcher
- This represents the person who watches for attackers, while their ally sleeps, hunts, etc.

Vanilla Townies
- These represent all the other contenders.

Vengeful Townie
- This represents the person who's ignorance leads to someone else's death, like Peeta leaving the cheese and berries out, only to kill Foxface, after she eats the berries.
Note: This is not a separate roll, it is just listed to show that a (lynched) Vanilla Townie may become Vengeful.
Game Mechanics:
Day start.
A (lynched) Vanilla Townie may only become Vengeful in LyLo or MyLo. This gives the Town one last shot at winning.

is the 1-shot vig day or night kill or both, that is not clear to me, and i am assuming the scum win by themselves unless they recruit the other scum?

If you want to do something like that, get the experience, have it reviewed, and put in a large theme application. It'll never happen in the open queue.

The vig gets two kills. One day, One night, thought that could be changed. And yes, they win alone up until they recruit each other, but if they were alone at the end, they'd target each other and team up anyway, making it moot point..
