Yeah when I proposed the buddy system I wasn’t factoring in that scum had a vanilla NK too
I think the optimal move would just be towny people with other towny people, and vice versa. Essentially play this like a dance game.

Honestly this seems like a very solid plan
2/4 scummiest players pair off into 1/2 rooms, the rest go in groups of three. This handles any size amount of people going into a night phase.
