I mean why not? A normal 13p game has 3 scum and 10 town. This time an extra set of evildoers showed up with either a random extra townie or a Serial Killer.

Town doesn't lose if the scum teams outnumber us, right? We only lose if one scum team outnumbers us. Plus they'll also probably be killing each other. So if for some reason the town ends up with 2 left with 2 of one scum team and 3 of the other, we can still win it.

OR.. the no lim and scum cross kill, then they no lim again and scum again cross kill, and it's 2v1 .. in which case one townie is still likely to vote the other.

Yes it's only 3 votes but scum can pile up. One scumteam voting him + someone else voting is already E-2 which could be lolhammered (denying town discussion) or out a strong PR early. I wouldn't be scared if it was a few pages later and a legitimate reason to SR him.

I had a 7/3/3 game once that didn’t feel horribly misbalanced
It skewed towards scum sure, but it was role madness with actual meaty PRs all around so it wasn’t atrocious
