Only the last chancelor can't be the next chancelor.
So 14 41 14 41 forever works if lib policies keep getting passed.

1st: nothing
2nd: nothing
3rd: peek at next 3 cards (basically can counterclaim next president if they differ)
4th: shoot someone
5th: shoot someone

Typically for 4th and 5th you want a lib president so the fascists don't just equalise
