Good question.

My guess is even distribution and scum not wanting to hop from one wagon to the other much because they wanted town to do the honors and avoid getting heat for it.

I agree that a town kitty is very useful though. I like catboi and think he's a good town player.
It's just that the basics tell me at least one scum was off both wagons and that replace outs are more likely to be scum than not. It's not a complicated read. But I find it very likely to be accurate.
