I have yet to hear an explanation that doesn't require galaxy-brain scumcalculations.

No I think it's ridiculously complicated. What scum plans 27 game days ahead like this?

Especially early, mid game... scum lives day to day. You can't count on your plan not being foiled, there are too many unknown variables on a still long road ahead.
