I do not believe that no elim is an option. I will kill Ceph before I will let a no elim happen. Hell, in most games, if the day approaches deadline on Day 1, self hammering to ensure that an elim passes is better then letting the timer run out and no elimination happen. Like that is a scenario written on the wiki page for self-voting presented as the time when it might be positive to do an otherwise bad thing.
A No Elimination is worse for town then literally self-voting, killing the only player in the game that is mod confirmed town to you (yourself).In any case in which another elimination is still possible, it is almost always anti-town to self-hammer. However, if the day's deadline is imminent, a No Elimination would be statistically worse for town, and no other options are available, it can be appropriate for the player to self-hammer, providing the town with some information from that day, and preventing their likely elimination on future days.
And both Ceph and Taly have a non-zero chance of being scum. They both have multiple people scum reading them. Either one of them dying would be better then no one dying.
