You are at e-2 right now with 2 people both having stated an intent to hammer you (Nora and VFP), which is functionally the same thing.

Town doesn't withhold their claim until within hours of the deadline when a majority have expressed intention.

No that’s silly of course they do. Particularly if they think claiming would be extremely detrimental to Town.

I’ve also seen it done out of spite.

Also I think RLotus is approaching obvious levels of Town. Can we move away please?
