If two players i townread were voting an ambiguous slot i don't see the issue in voting there. Not just because theyt might have better reads, but going purely by probability it is a higher chance that a wagon pushed by mostly town would be on scum.

I like to have an open mind when it comes to players doing hyper scummy things for the heck of it. It doesn't mean they can't be town.
If NM is town and we eliminate there we end up in a really bad spot. I don't think just the hammer is enough evidence to vote there
