I think the hoods can be useful because it provides mafia an additional way to operate, which means an additional opportunity for catching them. If we ignore the hoods this would be a variation of 2v4 mountainous - where there are only 6 possible scum pairs (as opposed to 15), and where pretty much both scum would have to be found out Day 1. I'm thinking whether interacting in hoods would make it easier to figure out or not.
