Do the mumbers all have to be in ascending order and do all rows need to match?

The rules say:
All numbers in a row from left to right as well as in a column from top to bottom must be in ascending order.
Each number tile must always fit with all other tiles its row as well as its column.
In every row and every column the numbers must be increasing from left to right or top to bottom.
