It's not the same Creature. There are subtle differences and I don't blame you for not seeing them, but Creature is not Town in this game by meta. He may have been a little lost in Code Geass but that was because he replaced in at an awkward point. You can see him trying to find his way throughout his ISO. I see mostly posturing in place of that here.
