It's intentional. Accounts with matching identification to an existing account are flagged by the system as a potential alternate account, and flagged accounts can post only in the Help! and Queue forums so that they can either ask for activation or join a game and be vetted by a list moderator. If you're a hydra, then it might be faster to send a private message to a list moderator (or me) to fix it so you can post in your game.
