If there are protown aspects to Vecna’s role, why hasn’t he claimed them?

BEF was voluntary sfv in LNT, there were no protown aspects to his role. If Vecna had BEF’s role pm, then we could just leash him to permanently holster but that unfortunately isn’t an option in this game.

bef's role in LNT isnt comparable to vecnas claim here
the SFV was actually really scary to play against as scum, it had town utility in conjuciton with the loyal/disloyal mods and we had to put a lot of resource into getting rid of it
the millerizer is pure negative utility

I am not sure on this Vecna policy lynch. If he makes people millers, I can ensure that items work by adding a disloyal or loyal modifier to them.
