Yeah, I'm thinking the third head is probably scum (unless it's [redacted]). The whole "someone in our neighborhood MUST be scum!" is typical scum looking for mislynches. That sort of assumption doesn't make sense from a town PoV at all, and I doubt that many of the players in this game would start with that assumption as town.

Don't really think that Sens is scum any more though, since he is one of the people I'd expect to start with that assumption as town (sorry Sens >_>').
