Mostly gut. His initial slip wasn't a slip, it was a poorly worded joke. His reactions to the wagon don't read scummy to me. His play is inane, but not really scummy.

His wagon came together disconcertingly quickly. His current wagon is 3/5ths derp, 1/5th Hiraki voting because gifs irritate him I guess, and 1/5th you.

Look at it this way:
If Fool is scum, he had a partner on the inte wagon, or inte himself
This does not mean that he has to be scum, but it means if he was scum, his partner was on the inte wagon.
Either way, there is a scum on the inte wagon, whether Fool is the partner or not.
Karncage is the scum on the inte wagon.
