The Party (Town) must seek out and save the members of the Revolution (Mafia) by sending them to the Ministry of Love (miniluv in Newspeak). The Revolution, as misguided as they may be, seek to eliminate key members of The Party and “fix” this already perfect world. Be wary of Thoughtcrime, it will also get you sent to the Ministry of Love where none return from… because they don’t exist…
