What's the difference between review for Normalcy and review for Balance?

Being reviewed for Nornalcy only guaruntees that there will be no bastard or outlandish roles, weird game mechanics and things like that. It does not guaruntee a balanced game.

For example, 6 mafia goons and 7 vanilla townies would be approved for Normalcy, but not balance. On the other hand, a 13p Kingmaker with 1 Hero would be approved for balance but not Normalcy.
