I say this entirely irrelevant to the current discussion, but the newbie queue should be where players should be directed if they need to improve their play, full stop. the entire purpose of newbie games is to teach newbies good habits and provide a space where even if they err in a major way people will be constructive instead of critical about it, but that can be extended even to people who have been on site and played more than 3 (or whatever the SE limit) games.
