Rules are fine, Roles are normal, one isn't whitelisted but basic enough, role pm's are fine.

Balance :(

11 vs 4 is seriously rough. Town have ~3 meaningful PR's, where the use of the doctor and roleblocker is hampered by the existance of a two shot strongman. Scum get a better deal on the PR's really, which can't be the point given you made their team already seriously large. I feel you are so far off that to get ballpark in a decent spot, you'd have to turn the mafia strongman into a vanilla townie, and look at it from there.

I'm with CES. If you'd stick with 11:4, the powers would have to change very drastically (ie, removing whatever the scum have, and adding town power from where you are). Going to 12:3 lets you keep the cool interactions you wanted.
