This seems balanced enough as is.
Tracker can basically be used to out the town power roles, and if its lost not a huge deal.
Role blocker and Jailkeeper both can cancel each other out.
Kind of wondering what reason to have Fruit Vendor other than it will confirm they aren't doing the night kills.

Because really theres no hard guiltles in this game.
Fruit Vendor confirms they aren't killer.

I think this setup would be more balanced giving town a investigative type role.
Like I don't think its unbalanced right now, but I can see how town would get frustrated with this setup.

I personally just prefer a game with at least one investigative.
