1.) The most important rule - ALWAYS be respectful to the other players. Remember to attack the argument and not the player. If things get too heated I will step in as necessary.
2.) Day Phases will be 2 weeks long, and only extended as necessary. Night Phases will be 3 days long.
3.) During the Day Phase players will vote on who they want lynched.
4.) During the Night phase players will submit any Night Actions they have.
5.) No trick votes. If I think it is a vote or it looks like a vote I will count it.
6.) If you aren't sure about anything, ask me. I will answer any question as I am able as long as it doesn't break the integrity of the game.
7.) If you think I've made a mistake, PLEASE let me know and I'll try to correct any mistakes I may have made.
8.) Don't quote your role PM or mod communications or even pretend to. Breaking this rule will result in an immediate modkill.
9.) Not_Mafia is the backup mod for this game. I'll remind everyone at the end of the Day Phase, but any Actions that are submitted to me privately should also be sent to him.
10.)
#BF8500 is my color.
Don't use it.
11.) Town Wincon is to eliminate all threats to the Town. Mafia Wincon is to reach 50% of the votes.
12.) If a player has not posted in the past 48 hours during the Day I will prod them (weekends will count as a single 24 hours). I will force replace anyone who is prodded 3 times.
Open Setup:
1 Town Cop
9 Vanilla Townies
3 Mafia Goons

I'd suggest adding one more power role for town, currently this is too close to mountainous to run in normal queue.

Agree with Firebringer.
I think you need to add a rule specifying voting type - are you going to have a majority or plurality? Also, nitpicky since it's an open setup with only one faction, but your cop results should probably be something along the lines of guilty/not guilty instead of indicating faction. Also, what is your "killed" PM going to say?

Would Jailkeeper work? It adds a protective role but it doesn't allow for a Follow the Cop strategy.
I'll add the rule specifying majority hammer.
My killed PM would just look like:
I don't think the terminology in the Cop's results PM really matter here since it is open with only one faction.

Jailkeeper works for me.

For what it's worth, Pine's Deathtrap used a similar setup, but
-It was closed; this is open
-Town had an extra role;
-Town won with a comfortable margin.
So I actually think I'm okay with balance of cop-jk-goonx3.

I'm bouncing around that a closed Cop/JK/1SBP/3xGoon equates to a open Cop/JK/3XGoon. Probably does, but I want to think on it more. It just seems really close to a semi-open Newbie.

It is close to semi open newbie but that's still within normal territory.
Same. I honestly don't see anything which really needs work. Setup seems fine, roles seem fine, rules seem fine, I didn't catch anything, so I think it's good to go.
From me,
/pass.
