No they really shouldn't - because as a public cop you can play very differently from a standard cop in that you can claim as to what you're doing

if it's a 3 person lylo then yes, cops should claim before that, but at 5 people alive there's room for a cop to clear themself still

I fail to see how you mental gymnastics my slowed pace as a scumtell when you know I can maintain pace as scum, slow periods were more common from me in your experience than for people who know me now, and when the "gamestate I'm trying to create" is actually still pretty good even though it's not as dramatic.
