I mean, the strict definition would be fairly straightforward: Did the creator intend for this to be a "magical girl?"

Cardcaptor Sakura is sort of obviously a magical girl, but doesn't fit GiF's definition as she doesn't properly transform. Madoka girls are all also clearly magical girls, but also don't transform outside of their initial magical girlification.

Ranma (the only one who I can vaguely imagine as a boy magically transforming into a girl?) is clearly not a magical girl.

I imagine that GiF will be pretty lenient on that sort of thing, though, as there really aren't too many proper magical girls without having the entire cast of sailor moon.
