I would bet that the people you played with are the exception rather than the rule.

Most people play equally aggressively as both alignments but the ones who don't are generally more aggressive as town. Being overly conciliatory is more often a scum trait.

I feel like in my experience if someone is unduly hard to wagon it makes them usually town?

The majority of scumteams won't hesitate to bus if they get an opportunity.

Fair point, a good D1 lynchpool is usually closer to 1/3 of the players than 1/2.

Might be better to get it down to two, but I think that decision would really be arbitrary.
