The JK is in a pretty weird spot. In particular, it is probably correct for scum not to use it (the chance that they stop the Roleblocker from doing something valuable seems lower than the chance that the Follower catches them performing a jailkeep action that makes no sense in the setup). They also aren't multitasking, which seems like it might be a mistake?
Follower + Roleblocker, even with the limit to 2 shots and the scum JK opposite, is probably too much town power in a Micro. If scum loses a member, they are more or less completely screwed because each of the RB and Follower will confirm one player as town every night (via not stopping / not observing a killing action).
There's also the setup speculation issue that the death of a scum Neighbour Enabler more or less confirms both remaining neighbours as town, because the setup would make no sense otherwise. (Whether this is a problem in practice depends on who's playing the game; most of the mafiascum.net playerbase is terrible at setup speculation, but some players are really good at it.)
I like the general setup with the Neighbours; I think I'd want to tone down the rest of the power on both sides of the setup, though. My suggestion for getting the balance within bouds would be something along these lines:

Mafia Neighbour Enabler
Town Doctor
Town Neighbour Mailman
Town Neighbour Follower
4 VT
(For what it's worth, I think both your setup and this one rely on the global daytalk. I normally don't have a strong opinion on that, but this time I do.)

I'm the primary reviewer, so if you accept a setup I propose it's automatically signed off on, just as if I'd accepted a setup you propose (the secondary reviewer can certainly contribute comments but doesn't technically have a say).
I didn't spot any problems in the role PMs, so if you're happy with the setup as it stands, and don't feel like waiting for Ircher, you can PM the relevant authorities to let them know the setup is ready. (That said, you might as well wait if it wouldn't delay thee setup running.)
