I mentioned the "leash strat" in the thread where this setup was originally designed.
I think it's somewhat ambiguous how it functions in practice, the scum neighborhood is going to be more adamant about selfvoting their neighborhood than the town neighborhood.

Well I was thinking players could still self vote, but the ttt all agreeing in their hood also be win route. It would provide incentive to use the neighborhoods and for scum to try and work over the townie.

Maybe you could get some quasidemocracy by requiring a player to get a nomination or two nominations from the other hood to be allowed to selfvote. From the scum hood, these nominations will be granted like candy, from the t-t-t hood, these nominations would be stingily granted if they don't feel the gamestate has progressed enough to warrant it, but in turn that means the scumhood will not grant the noms like candy because they must feign the same, and everything slows down.

"No hammer before" timestamp has been used in games but it doesn't look like it works out well in practice.
