Considering I am a Modified TA myself I'm just assuming that it is the same modifier here. The modifier states that my role will ignore the fact that people are in the same PTs as me, so if someone like Noraa was in another PT from the ones that I was in, I'd have gotten a "Can communicate" but didn't. I likely wouldn't have known how to use my role at all until it was explained how by Lukewarm, and information was given from others. Also, I think we got more benefit from StrangeMatter's ability then would have happened in 90% of this game being ran. She happened to be in the largest street hood, giving her the biggest chance of having any targets, AND the career hoods lined up for her, AND both of her valid targets happened to be neighborizors that we could coordinate making sure they worked.
I think simply having 4 career choices that were equally appealing would have caused her to have ~0-1 targets she could invest
