Nero... wut…

You are dead set on her being scum, so you should be more than willing to leash her. And if we give a subset of the towniest players in the game that she should protect, then scum can't reliably know which one she will protect, but it will limit the amount of the good townies from dying.

I don't really see any downside to leashing Titus to a subset of players.
