We should be boxing Koba here, who is already revealed, to hard claim their target. If nobody got a message, then easily Koba can vaguely explain it away as having targeted PR and not wanting to claim who that is. This much is obvious.

1) Detective is a bigger immediate threat. Either the possibility of a straight guilty or soft confirm on someone like me who is town but would be an obvious target.
