If they did the 4-2 to begin with, they would have an unbalanced game and a balanced game, which is can be extremely telling. I don’t necessarily think scum thought about it that much. 3-3 creates balance, and is more shiftable because you don’t limit yourself to only having 2 votes.

It could be played either way, just depends on what scum wanted to do. There are benefits to both ways.
