OK, I remember being puzzled/had-no-fucking-clue what Flow was talking about with "pluralities" but post 35 states tht he means wagons. Pluralities = different wagons.
Light town read for Flow for kinda drawing attention to themselves by using different language from everyone else. Scum tend to want to blend in, not draw attention to themselves.
