friendly neighbor != neighborhood member


friendly neighbor is a role that sends someone a message that confirms they are town

notably bellas role doesnt work on VTs, which is useful for our purposes

it doesnt matter to me if they did roleswap, im not even sure the PR as described is useful at all

save the dragons is the more threatening player in terms of dayplay and so is better to kill first
