as for the percentage things, I agree, in effect you are improving or reducing the value of armor or health by a factor. There are some other percentages but they aren't as big and in this calculation there were already some roundings and assumptions about item costs (armor costs are based on cloth armor, and higher items become more efficient). Basically you'd have to do the same reasoning but then with the armor cost being 30,77. The end result is that the first part of the gradient gets devided by said 0.65. The ratio indeed becomes devided by 0.65 then.

In line with the percentage armor stuff, something simple chamber talked to me on AIM. I said that of the defensive tier 1 masteries I liked the percentage bonus armor one, he liked the regen better. Higher up in the mastery threes there are fewer things you can worry about as in both the offensive and utility tree a lot of things are forced, or hard to calculate the worth of, but this should be doable. They are direct competitors, and they are stuff you can do maths on.
It's either 2 health/5 or 5% bonus armor. The comparison for regen is rejuvenation bead, and usually I dislike that (since it's expensive compared to how cheap regen is in other items.), but we are talking about early game regen now anyway. That gives 5 health/5 for 180, so the mastery points are worth 72 gold. Taking 20 for both mr and armor, you'd need 3.6 of either or a combination of both from the mastery to get a similar gold value. You'd need to have 72 bonus armor/mr again to make that with said 5%. Without too many assumptions, you could start out with armor yellows, mr blues for 27 total, with the points higher up in the defensive tree you'd be halfway, give or take (I don't actually know if you take all points in armor and mr there).
Anyway, that means it takes about 35-40 build armor and/or mr to make it worth it on it's own. So then, goldwise it's a basic early vs late argument, if you expect to build at least one negatron cloak or chain mail.
Another way to look at it is what gives you more early health to play with. Lots of numbers could be here, or I could tell you that with the above made assumption and a champ with 600 starting hp and 3 pots, regen would pay off after 50 seconds compared to the tiny amount of extra armor/mr you'd have. Gold values are a bit misleading to tell you the strength of regen early game, because probably the relative uselessness of it later on is priced in.
All in all, I do think they fixed the percentage bonus mastery by pulling it to the front, and giving a greater percentage per mastery point. It no longer has to compated with percentage total health and I think that makes it a valid choice, though not the only one.

Don't buy 100 armor if you don't have 1500 hp. Don't buy 200 armor if you don't have 2300 hp. Don't buy 300 armor if you don't have 3000 hp. Don't buy 400 armor.
Nasus needs q farm, q cd is shorter than relic shield cd (which is getting upped to 60 seconds, which makes this even more true). It wouldn't work out.

And just play whoever you feel like because newbie games don't follow a meta until around level 15.

60 seconds would be too much. Unfortunate.
just for relic shield, that is. That's 30 gold per minute, lets say. Ancient coin is 24 gold per minute. It's not too much, it's about right.
For the lv2 items, this was already the case. At least a similar order, with targons giving more gold (give or take 25%), which can be seen as fair as it does force you to do stuff in lane and perhaps be a target.
If they put that out, they are bringing it back in line, stopping it from being the dominant choice it is now.

I burnt myself out in a couple games - thanks so much for the advice Chamber, I felt like I was doing well but then my laptop died on me (not via the battery, which has me freaking out) and I jus didn't have he heart to start the game up after having to force quit the frozen server. I imagine by the time I got back in I would've been zero help anyway...
