So apparently another friend of mine (sort of a friend; he's friends with one of my friends from high school and I've played LoL with him) has now joined Riot.

I know way too many people at that company now, independent of the ones I've met through Rioters.

So I found this video - it's essentially on planning a champion pool and how this guy does it (he's diamond 3 atm, former diamond 1). Good for if you're looking to lower your champion pool or trying to redefine your pool

"Each champion and their solo queue stats are processed, and the champion is assigned a score. This score is then compared to other champion's scores and sorted. The position in the sorted list is the champion's ranking. You can see some averages on how the score is distributed here. As you can see, ban-rate comprises a more significant portion of the score for high ranked champions, and win-rate comprises a more significant portion of the score for the lowest ranked champions."

So yeah the list is based on ban/win rate (pick rate somewhat if it's more people that suck pick it).
