The problem with coordinating things and outing night actions means scum can score multiple kills overnight. There should be no night planning openly.

Scum don't have a traditional factional here, they have the potions and get to coordinate their use. They have the potential to kill 1.5 people every night on average. They can also ensure no kills tonight and score 3 kills tomorrow night based on average distributions.

If anyone claims targets today, then scum has potentially 2 kills tonight or 3 if there's enough distribution of harm potions.

Drink again potions also mess with those numbers.

Basically there's too much random probability for town to be able to coordinate in a way that doesn't give scum an optimal strategy.
