Panzer, that's the entire point. Mechanically, the issue with Phage was that once purchased there was essentially no escape from skirmishes on toplane. At this point it functionally has a similar benefit- allowing a slower champion to continue autoattacking a faster champion- without being destructive to counterplay in stopping escapes altogether.Current Losing Streak: 4 (record: 9)

Are you retarded? 1st, No one buys Phage in lane. Like literally nobody. And it doesn't really have a similar functionality, because in practice, the phage doesn't even do anything for you anymore. A friend of mine played Lee Sin against bots and had trouble staying with anybody, cause most people have either an escape or cc. So even though you are "fast" it's not gonna help when swain puts the bird on you, effectively leading to a huge net loss on phage. Honestly, I don't see anyone build a Phage now unless they really want the Sheen proc from TriForce and most of those guys are gonna buy BOTRK anyway and will keep up with you that way. Instead of nerfing cutlass and making it more competitive with phage for the lane slow, they just narrowed build paths even further by removing a competing item from the niche entirely.Sometimes a sandwich is just a sandwich.- DeathRowKitty

Phage was definitely made weaker, but that's because the change was supposed to make it weaker. Getting one phage proc in a lot of cases was basically equivalent to having a permaslow because of the ease of reapplying it - that's a mess to balance for a low-tier item.
It probably scales more now with player skill than it used to, since I suspect that you can't use phage to fully keep up with someone unless you're good at canceling your animations. I don't have a great sense of how much of a difference 20 movement speed makes in situations like that, so YMMV. They may have been conservative with the numbers on it because movement speed helps vs the entire enemy team instead of just the person you hit, in which case they can just buff it next patch.
Triforce became a more selfish item this patch - you lose the utility from the slow, but you get even more movement speed and extra damage for a lower cost. I feel like it's been pushed just a bit towards ad carries and away from bruisers, but honestly I'm not sure.- PJ.

I agree, it's a much more selfish item, and yes movement speed is good, but 20 MS isn't really all that special. I still dislike that they took away it's main niche and just made it a triforce piece that can sometimes accomplish what it's supposed to(keep you hitting your opponent). There is honestly no reason to buy it over sheen pretty much ever when you're getting triforce, and it doesn't build into mallet so no Darisu types are gonna want anything to do with it. So in short, Phage completely sucks and will hardly ever be bot as a phage but will probably commonly be the last item of the triforce to be bought immdiately becoming the Force. It really was a great item but now without the slow it's gonna move into complete obscurity and narrow builds further.Sometimes a sandwich is just a sandwich.- Siveure DtTrikyp

Actually, I'm pretty sure a dev at some point said they wanted to get rid of random chance variables as much as possible. That's why they changed Wriggles/Madreds a good while back.- Phillammon

You're aware that critchance has already been phased towards less random, right? It's not actually the percentage, hasn't been for quite some time, and I believe I read somewhere but do NOT hold me to this, I may be misremembering, that there's plans to make critchance basically a stack towards crit thing.Current Losing Streak: 4 (record: 9)

Crit chance is skewed in the same way that it is in WCIII in order to normalize the rate at which you crit.
And phage with the slow was a horrible item that didn't deserve to be in the game, because phage being good meant that it was a must-buy item for top laners that would make whoever was winning in toplane unstoppable while phage being bad (like it has been for all of season 3) made it a noob-trap.
At least now they can balance the fucking thing.- DrDolittle

On items, I tend to be more on the side of DotA balancing but on champs I like the Riot system of balancing. But yeah, i can respect this opinion.Sometimes a sandwich is just a sandwich.- BROseidon
